Do you think Milwaukee Brewers center-fielder Carlos Gomez is or can be a legit MLB starter?

he has all the tools, i personally dont really follow him, so the 1 question i have is does he have a good arm? i know hes fast, has contact, and has flashed some power with his good size, and plays good defense i just dont know of his arm. But he does have the tools, can he be legit starter, thats tough because he has to have something wrong with him that the twins would just give him up like that. I want to know what that was because from what ive seen he is pretty good.
