‘Aristotle’s description and development of the democratic citizens.’covering the basic arguments of books 1&2?

I need to write an essay on this and I believe i understand books 1 and 2 of Nicomachean ethics quite well but I don't understand how this question is linked with the content from Aristotle's Books. Could someone please give me a pointer as to what it is I should be writing about? It would be a great help as I am struggling to write this essay.
