Law Professionals only please?

Can anything be done against the state of NJ. My husband has been in & out of court for 4 yrs for child support. Brief synopsis: Originally during the divorce proceedings a child suppor worksheet was not filed. My husband and his ex agreed to child support of $289. After reviewing the guidelines it was determined that this $ was wrong. 4 judges acknowledged this including the appellate division however it still is not corrected. He goes to a hearing in may to finally get a resolution...? is can anything be done against the state beings that they did not follow their own rules by not filling a worksheet and allowing this to go on with their knowledge and not correcting it?
