Is there any texting only plan that has no or little per text charge?

Ok so i only get 20 bucks a month in allowance so that is my limit. I need a texting only plan. Also none or a low per text charge. So basicly under 20 bucks a month, texting only, and low or none per text charge. If u need any mor info just say so (btw i liv in Arizona)
